Since I actually didn't know the answer to the question, "What does a toner do for your face?" I decided to go ahead and do some research.

If you haven't already, I did a post similar to this one titled, "What does a cleanser do?" Feel free to check that post out as well.

Here are a few quotes of answers that I found from searching around the web. Again, these are quotations of what people believe a toner actually does. Sources of where I obtained these quotations will appear after each of the given quotes.

"A toner returns your skin's pH back to normal. Your skin needs a certain amount of oil to stay waterproof and resistant... " - Cha Cha Answers

"Toning re-balances the skin so it can absorb moisturizers. Cleansing interrupts the chemical balance of the skin, affecting the skin's ability to absorb - that's why a toner is vital" - Specktra Forums

"Your skin needs a certain amount of oil to stay waterproof and resistant to infection. Too little oil and you have dry skin (which can lead to problems with wrinkles); too much oil and you’ve got an oil slick and probably acne." - Askville

To me, the above answers all make plenty of sense. And since these answers likely hold truth, you should see how toning connects directly to cleansing, and using a moisturizer or repairing lotion after using a toner.
